यद्यपि विज्ञान भैरव के कर्त्ता का नामोल्लेख न मूल ग्रन्थ में है और न ही इसके टीकाकारों ने उनके सम्बन्ध में कोई सूचना दी है। अतः इसे ‘शिव’ प्रणीत ही माना जाता है, क्योंकि स्वयं भगवान् शिव आगमों के खष्टा एवं वक्ता कहे जाते हैं- ‘स्वयं परमेश्वरः सिद्धान्तोपदिष्टा’ – वि० भै० का० ७ । भगवान् शिव ने लोकानुग्रह के लिए ऋषियों को ज्ञान प्रदान किया था और तदनन्तर शिष्य-प्रशिष्यपरम्परा से आगमों का ज्ञान जगत् में प्रचलित होता रहा ।
